In NYC and perhaps other places, it is possible to get a special sprinkler cap from the fire department in some neighborhoods and legally turn a hydrant into a mini summer water park. That's what I am seeing here Mike. I think it likely Bruce is too? Or maybe it's the toy plastic backyard sprinkler my children had when they were little. Just a bit of summer fun.
